Gilgit-Baltistan Policy Institute (GBPI) in collaboration with United Nations Development Programme is providing technical assistance to Select/Standing Committee of Gilgit-Baltistan Legislative Assembly (GBLA) for Local Government (LG) legislation. This technical assistance is translated under four key components/outputs e.g. i). Review and comparison of four provincial Local Government Laws and international best practices, ii). Facilitate a series of Select Committee meetings for formulation of GB Local Government Law, iii). Organize multi-stakeholders consultation on draft LG law in Gilgit and Skardu and iv). Drafting of GB Local Government Law 2014.

The Select Committee in its meetings agreed on key decisions related to local government structure, tiers, compositions of councils, election process, powers, relationship with GB provincial government and other issues pertaining to local government in GB. In May 2014, decisions of the Select Committee were further shared with stakeholders during the consultations held in Gilgit and Skardu with Political Parties, Bar Associations, Media/press clubs and Civil Society Organizations including academia, youth, women and traditional organizations. The draft Gilgit-Baltistan Local Government Bill 2014 was approved by the Select Committee on May 14, tabled in Gilgit-Baltistan Legislative Assembly on August 11 which was unanimously passed by the Legislative Assembly on August 18, 2014.
